Hammersmith & Fulham - Dead or Alive?

This car in Fulham had its ninth parking ticket issued while I watched.   The residents parking permit in the windscreen had expired two months ago.  I asked the parking attendant if the council would visit the address of the registered keeper in case something unfortunate had happened to them?  The parking attendant replied that "the council don't do that, but when the tenth ticket is issued the car will be towed away." 

What has happened to this country to make  people behave in such a inhumane, uncaring and nasty way?  It's hopeless.
