A Fine Hedge?

Fancy a stroll down this street?

You may not be able to stroll all the way down this street in London S.W.6 because when you reach this section of the pavement  in the picture you will have to squeeze between the tree and the hedge or the tree and the car.  Someone has allowed their hedge to grow out of control and obstruct the pavement. 

Lets put things in perspective, if the car that you can just see on the left had even one inch of its tyre on the kerb it would receive a £100 penalty fine from a parking attendant.  Do you think the parking attendant would radio into their control and report the hedge?  Would the council even be interested?

This hedge is typical of many across the country.
